JOB SUMMARY:
 
Under general direction of the Director or Assistant Director of Development Services, research, analyze, and produce professional reports for presentation to the City Plan Commission. Coordinate the application review process with affected parties, including applicants, property owners, city staff, architects, engineers and the public. Perform other related work as required.

ESSENTIAL JOB FUNCTIONS:
 
Administer and manage project assignments; review development proposals for conformance to City ordinances, including coordination with other City departments. Under direction of senior staff, review and process plats site plan and landscape plan revisions. Assist with special projects and studies and other duties as assigned. Meet with and advise applicants in regard to variance and rezoning processes.  Negotiate with applicants to address issues or concerns using individual knowledge, judgment, and research. Be detail-oriented and meet all deadlines. Work in a team environment with other planners, civil engineers, transportation engineers, and building inspection plan review staff. Seek innovative solutions to difficult development proposals. Administer and interpret the Comprehensive Zoning Ordinance for the public and other professionals. Attend and make presentations to the City Plan Commission. Clearly distinguish colors and details on exhibits, maps, plans and other graphic representations. Communicate courteously and effectively in the English language with other employees, citizens, developers, and elected and appointed officials. Read maps, plans, and documents. Prepare maps, plans, graphic presentations by hand and electronically and make corrections as needed. Conduct site inspections and take photos. Represent the City at planning-related meetings. Work extended hours as needed.

OTHER JOB FUNCTIONS:
 
May supervise and evaluate technicians, clerical personnel, and other subordinate employees.  

REQUIRED EDUCATION, DEGREES, AND CERTIFICATES, AND/OR LICENSES:
 
Bachelor’s degree in planning, architecture, landscape architecture, geography or closely related field is required. Texas driver’s license, Class C, required.

EXPERIENCE, TRAINING, KNOWLEDGE AND SKILLS:
 
Experience preferred in the public or private sector in planning or a related field.  Must demonstrate excellent customer service skills including the ability to effectively deal with appointed officials, developers, and the public.  Must be skilled in making written and oral presentations to large audiences. Computer-aided graphic and photographic skills required. Proficiency is required in Bluebeam Software, Microsoft Word, Excel, PowerPoint, and other MS programs. Experience in ArcGIS and Photoshop is preferred. Demonstrated, good written and oral communication skills are required.
