The Planning Manager, under the general direction of the Planning Director, provides respectful, courteous, and friendly customer service to all residents, business owners, property owners, and developers while enforcing City ordinances and ensuring compliance of regulations pertaining to zoning and subdivision ordinances, long range plans, and other areas under the jurisdiction of the Development Services Department. 
 
The Planning Manager is responsible for managing Planning staff who primarily perform plan review, process new development applications, and agenda management. The Planning Manager performs technical review of and administers regulations of new development, assists the Planning Director in Planning & Zoning Commission and City Council meetings, drafts ordinances, advises and professionally relates to the development community and the public, prepares reports, performs research, supervises special projects, helps leads the implementation of many new programs and policies, and originates future plans. The candidate must be highly motivated and strive for success by demonstrating Celina’s commitment to customer service and innovation.
 
The intent of this position description is to provide a representative summary of the major duties and responsibilities performed by incumbent(s) in this position. Incumbent(s) duties include but are not limited to the following.

 

Essential Functions/ Knowledge, Skills, and Abilities

  • Assists the Planning Director in daily tasks overseeing the Planning Department. 
  • Responsible for the administration of the City’s Subdivision Ordinance, Zoning Ordinance, special area plans, and long-range plans.
  • Performs or oversees subdivision plat reviews. 
  • Conducts site plan and zoning reviews, administers the sign ordinance, and provides technical assistance to residents and the development community. 
  • Conducts site inspections for conformance with approved plans. 
  • Directs professional staff in the review, analysis, and assessment of development proposals pursuant to processing applications for zoning permits (i.e., zone changes, development agreements, specific use permits, etc.). 
  • Prepares or oversees public notices and meeting agendas. 
  • Writes, reviews, edits and approves technical reports/ordinances, correspondence and agenda material, and staff recommendation for the City Council, Planning & Zoning Commission, and other committees. 
  • Provides staff support, presentations, and staff recommendations to the Planning & Zoning Commission, City Council, and other boards and committees.
  • Researches, compiles, and analyzes data for special projects and various reports. 
  • Participates in and represents the City at various meetings and is liaison with other cities, outside agencies, and neighborhood groups. 
  • Directs or participates in negotiation and management of consultant contracts, special planning studies, implementation of grant functions, etc. 
  • Ability to provide utmost professionalism, positive attitude, and a customer service mindset. 
  • Operates a variety of office equipment, including computers for word processing, graphics, and desktop publishing. 
  • Adheres to personnel, safety, and departmental rules and regulations. Informs supervisor of all work-related activities, assists other co-workers as needed, and performs other duties as assigned.
  • Identifies faulty or hazardous conditions created by deterioration or misapplication of regulations.

Preferred Knowledge and Skills:

  • Federal, State, and City zoning and urban planning regulations, ordinances, and codes.
  • Research, analysis, interpretation, implementation, development, and enforcement of complex legal, development, planning and zoning proposals.
  • Long and short term planning forecasting, developing, and assisting with implementing City policies and procedures.
  • Computer skills using Windows, Microsoft Office applications, Internet, Adobe Acrobat, and Bluebeam.
  • Utilize consulting and advisory data and information, such as City Ordinances and policies.
  • Ability to prioritize and organize various assignments in order to produce efficient results and meet/exceed deadlines. 
  • Communicate clearly and concisely, both orally and in writing.
  • Understand and follow written and oral instructions.
  • Provide quick, tactful, and appropriate responses to inquiries from the public, other departments, or agencies.
  • Establish and maintain cooperative working relationships with those contacted in the course of work.
  • Coordinate, manage, strategize, and/or correlate data and/or information. Includes exercise of judgment in determining time, place and/or sequence of operations. 
  • Function in a supervisory/managerial capacity for a group of workers. Includes the ability to make decisions on procedural and technical levels.
  • Knowledge of plans, plats, zoning maps, building, planning, and engineering plans.
  • Exercise the judgment, decisiveness, and creativity required in situations involving the direction, control, and planning of programs.

Typical Qualifications

  • Bachelor’s degree in urban planning, landscape architecture, geography, or closely related field is required. 
  • A Master’s degree in Urban Planning, Public Administration, or related field is preferred. 
  • A minimum of 5 years of professional planning and development experience. 
  • Any equivalent combination of experience or training which provides the knowledge or abilities to perform assigned work will also be evaluated. 
  • American Institute of Certified Planners (AICP) Certification is required within a year of starting the position. 
  • Must pass a pre-employment drug screen, and/or post-offer physical exam.
  • Must possess a valid State of Texas Driver’s License.

 

Physical Demands and Work Environment

  • Tasks are essentially sedentary, with occasional walking, bending, light lifting, or other restricted physical activities.
  • Tasks involve some physical effort, i.e., some standing and walking, or frequent light lifting (5-10 pounds); or minimal dexterity in the use of fingers, limbs, or body in the operation of shop or office equipment; may involve extended periods of time at a keyboard or workstation.
  • Tasks involve frequent walking, standing; some lifting and carrying of moderate weight (12-20 pounds); and/or the operation of vehicles, office, shop, or hand tools in which manipulative skills/hand-eye coordination are important ingredients of safe and/or productive operations.
  • Tasks are routinely performed without exposure to adverse environmental conditions (e.g. dirt, cold, rain, fumes).
  • Tasks require visual perception and discrimination.
  • Tasks require oral communications ability.
  • Moderate attendance for training; some field excursions
