Sarah Richards Sarah Richards brings over 16 years of experience in Texas natural resource management to New Braunfels Utilities (NBU), the municipal water, wastewater and electric utility for the city of New Braunfels. As Director of Customer Solutions, Sarah currently oversees innovative water and energy resource programs, including electric transportation, distributed energy resources, solar energy integrated water resource management, water and energy conservation and demand management. Over his career, he has worked in policy, legislation, land use, zoning, community/stakeholder engagement, intergovernmental affairs, and long-range planning. He was named New Braunfels Planning Director in 2015 where he currently oversees development planning, comprehensive planning, historic preservation, code compliance, building permitting, plan review & inspections, environmental health, and animal welfare & rescue. He led the community's Comprehensive Plan update which won the 2018 American Planning Association Chapter award for best Texas Comprehensive Plan.
