The Annual Tri-City Neighborhood Summit, hosted by the City of Rowlett this year, brings together residents, community leaders, and city officials. 8. Inclusive Organizing in Neighborhoods a. Description – This panel discussion of members of the Rowlett Diversity, Equity, and Inclusion committee will answer questions about incorporating inclusive organizing in neighborhoods from a citizen perspective. It will overview: • The role of local diversity, equity, and inclusion boards in community outreach • Case studies showcasing the impact inclusive organizing has had on neighborhoods b. project/new business manager for the Cesar Chavez Foundation, a non-profit
corporation, where she was responsible for the production of the organization’s
affordable housing developments in Texas. She joined the Texas Department of Housing
and Community Affairs in 2012 as the Competitive (9%) Housing Tax Credit (HTC)
Administrator and was promoted to Director of Multifamily Finance. In that capacity she
was responsible for the application process and review, allocation, award and closing on
all multifamily funding sources administered by the agency, including multifamily
revenue bonds, HTCs, and direct loan funds. Ms. Latsha joined Pedcor Investments in
2015 and is Vice President of Development, where she primarily sources transactions
financed with housing tax credits and tax-exempt bonds. She has served on the
executive committee for her neighborhood organization, volunteered at St. Austin
Catholic Parish, and was elected to the Texas Affiliation of Affordable Housing Providers
(TAAHP) board in 2018, where she is currently President-elect. Mrs. Latsha also serves
on the board of Community Housing Resource Partners. She is a proud wife and mother

Matt moved to Rowlett in 2004 and was elected to the City Council in August of
2017. Matt received his Bachelor of Science in Urban Forestry and Forest
Management from Iowa State University and has been working in the Urban
Forestry field for over 17 years in the DFW area. He is a Certified Arborist with
the International Society of Arboriculture (ISA) and specializes in GIS mapping,

including three terms on the Rowlett Parks and Recreation Advisory Board; one

Directors, Past-President of the Trinity Blacklands Urban Forestry Council, and
Chair of the Dallas Chapter of the Society of American Foresters. He is a
frequent speaker at national and state conferences related to sustainable
development and green infrastructure strategies.
Matt's primary interests for the City are to support our Police and Fire
personnel, drive sustainable economic development, and create a healthy place
to live that meets the needs of all the citizens of Rowlett. When not working,
