"Kim is an attorney and planner representing governmental and non-profit corporations. Her practice is focused on land use and historic preservation law, economic development, airport law, special districts, cemetery preservation and issues, and non-profit corporation law. She is a frequent writer and speaker on planning and land use law issues. Kim is actively practicing in Texas and is on inactive status in Illinois.
Kim is an honors graduate of the Plan II program at The University of Texas, as well as The University of Texas School of Law and the Lyndon B. Johnson School of Public Affairs. She studied municipal and historic preservation practices in Krakow, Poland, and also studied in Germany and the former Yugoslavia.
Kim is a member of the Texas Bar Association and Chair of the Government Lawyer's Section, the Houston Bar Association, the Texas City Attorney’s Association, the American Planning Association, and the American Institute of Certified Planners. She is a past president of APATX and is the Editor of Texas APA’s book, A Guide to Urban Planning in Texas Communities, which is undergoing a revision to address the legislative changes. Kim was elected to the AICP Commission, Region 3 in 2019.
Kim is an Adjunct Professor at Texas Southern University, Master's Program in Urban Planning.
