Her public sector experience includes serving as a Transportation Planner for the Hidalgo County MPO, leading the Transit Operations Program for NCTCOG, and managing landside planning and commercial development for DFW Airport. As she’s transitioned to the private sector, she enjoys working most on transit projects across Texas, while also growing HDRs mobility planning services in North Texas. She recently completed serving five years as the Planning and Zoning Commissioner for the City of Irving, the 2nd largest city in Dallas County. In her free time, she enjoys spending time with her two girls, teaching children’s yoga, and reading recipe books.

"Kay Shelton has more than 25 years of varied transportation planning experience, including long-range transit system planning to document goals and priorities for both capital and operating programs, corridor level planning for transit corridor projects including feasibility studies, alternatives analyses, preliminary engineering/environmental clearance, site specific transportation and transit-oriented development planning studies, and development of planning, environmental and sustainability-related policies and programs.
Ms. Shelton is currently focused on supporting the completion of the 26-mile Silver Line project and scenario planning to assess timing for downtown capacity improvements to help sustain transit and accommodate continued strong growth in the region. She is also advancing key opportunities identified in the 2045 Transit System Plan across a variety of disciplines, including bus corridor improvement programs, mobility hub guidelines, and support for an LRT system modernization program and zero-emission bus fleet transition strategy. Ms. Shelton is working on a new 10-year strategic plan for the agency and led a study to define the value of transit at a macro- and micro-level. Most projects include significant agency, stakeholder, and public engagement to build consensus, and involve efforts to obtain external funding from sources such as the Federal Transit Administration (FTA).
Ms. Shelton has a B.A. in Economics/Business from UCLA and a Master’s Degree in City Planning from San Diego State University. She is active in her community, serving on the board of the LHHS Education Foundation and is part of the 2024 Leadership Dallas class."
