On August 25, 2017, Hurricane Harvey made landfall in Rockport, Texas, a bustling fishing hub beloved by locals and “Winter Texans” alike. The Category 4 hurricane devastated the town, damaging over half of the building stock, displacing thousands of residents, and severely impacting the local tourism industry. Since then, the City of Rockport has worked tirelessly with various organizations including Texas A&M University’s Texas Target Communities, Texas Sea Grant, and the American Planning Association, to envision what the city would look like post-disaster. Participants will visit Downtown Rockport, which has experienced a renaissance with new public and private investment since the storm. Walk down Rockport’s colorful “Main Street” (Austin Street) and explore new businesses, visit the new City Hall-County Courthouse complex, check out the Cultural Arts District restored train depot museum, view the Chamber of Commerce “Rock Solid” exhibit, and wander around the beautiful new Rockport Center for the Arts. Resiliency, thy name is Rockport!

Carol D. Barrett, FAICP, chaired the Rockport Community Planning Assistance Team funded by the American Planning Association. She has more than four decades of planning experience including 15 years in Central Texas working for Austin as the lead for the newly established Neighborhood Planning Program and in San Marcos as the Director of Planning and Development Services. Her last full-time planning position was in Burbank, CA where she directed land use and transportation matters. She has also worked as a planning consultant, most recently focused on development streamlining. She is a past President of the Texas Chapter as well as a past member of the APA Board of Directors. In 1999, she was part of the inaugural class of the Fellows of the American Institute of Certified Planners. She recently served on the Task Force that proposed revisions to the AICP Code of Ethics which were adopted in 2021. She is now a member of the AICP Ethics Committee. She is a frequent guest speaker on the topic of ethics in planning.
