Attendees will learn about the importance of, and opportunities to address regional compatibility between defense communities and the military, and learn about the Compatibility Assessment Mapping Tool and how it can support effective decision-making in other Texas defense communities.
This session focuses on regional compatibility in the San Antonio area between 4 counties, 22 municipalities, 34 regional organizations, utilities, real estate industry, and the military installations comprising Joint Base San Antonio, with an emphasis on strategies and tools to enhance resilient development through coordination, partnerships, and informed land use decision-making. The presentation will explain why regional compatibility is important for San Antonio communities and the military and discuss key mitigation strategies to balance continued military capability, resiliency, and economic growth to promote a high standard quality of life. The presentation will feature the GIS-based Compatibility Assessment Mapping Tool that considers 25 planning factors assigned to four topic areas – existing land use, future growth, environmental factors, and coordination, to provide communities with a comprehensive perspective for informed planning and decision-making based on different development scenarios.

Diane is currently the Executive Director of the Alamo Area Council of Governments in San Antonio, Texas. She began her service in December 2014 and is transforming the agency to respond to the current environment. AACOG is responsible for 11 program areas across the 13-county region. The $80 million budget includes 350 employees for both service delivery and planning. Immediately prior to joining AACOG, Rath was Senior Vice President for ResCare Workforce Services overseeing all U.S. operations totaling $250 million, with operations in 30 states. Diane was appointed Commissioner of the Texas Workforce Commission by Gov. George W. Bush in 1996 and reappointed by Gov. Rick Perry, serving until April 2008. In July 2007, Rath was nominated as Assistant Secretary at U.S. Health and Human Services."
