Overview

Throughout the last few legislative sessions, cities have been the target of enactments that have eroded key municipal powers.  This trend continued in the 88th Regular Session.  This session will review major legislation recently enacted that will have impacts on city regulation.

The Texas Legislature is continuing to reduce the Local Control of Cities and Counties in the management and regulation of growth and development.  This session will examine the trends in loss of local control in past legislative sessions and predict new areas that are in jeopardy.  It will provide real life examples of bad practices in the past that led to the legislation.  It will also offer "best practices" that a city or county can use to examine their own practices and avoid being a basis for further limitation of municipal authority.  It will wrap up with advocacy techniques to limit the reduction of local control in this legislature.
