Overview
Explain why one pre-approved pattern zone program format works when all the rest fail. Using examples from across the nation, explain why this type of program can once again legalize missing middle housing in America.
The "rising tide" of housing costs are burdening an increasing portion of the population. As communities seek to resolve the needs of citizens with existing development regulations, the need for a new approach has become apparent. Many efforts have already been made on this front; some more successful than others. This is where pre-approved pattern zoning comes in. This is a novel approach to housing, particularly missing middle housing. This unique regulatory path combines the efficiencies of pre-approved building plans, with the high-quality development standards that come with an architect-designed plan. It is not a simple program to create, however. Many communities have attempted to adopt a pre-approved pattern program, but have been unsuccessful with the program results. We will explain these pitfalls in more detail and how we have overcome them, including utility location concerns, community support without political support, and limited catalog sizing.
MBL Planning and Pattern Zones Company have successfully established the first very effective pre-approved pattern zone program in the US in Claremore, Oklahoma. We will explain why this program was successful and point to what characteristics make a community a perfect candidate for a similar program. It is our goal to empower open minded communities to increase their capacity for infill development options through the use of this program. We will discuss how we overcome the regulatory challenges that come with traditional zoning codes, including regulations relating to lot size, impervious coverage, vehicular access, and storm water controls. We will explain how the intent of these regulations can be honored while permitting more flexible, high-quality, infill development.
The target attendee for this session includes municipal planners of communities seeking infill development, elected/appointed officials/decision makers of these same communities, and students who are expanding their knowledge of novel planning practices. It is an additional effort of this session to direct attention to the positive results that Pattern Zone programs can provide in response to the continued housing concerns in our country.
