Montecillo offers inspired city living with a mix of residential, retail, and office uses in a compact plan that promotes walking and bicycling with narrow streets and beautiful public spaces. Learn about the process in developing and implementing El Paso’s SmartCode zone and how it led to numerous SmartCode developments in El Paso that promote apartments, townhomes, dining, shopping, and entertainment. Our tour will include discussion of residential housing types, street design, entertainment districts promoting shopping and gathering, and planned future amenities, such as a water park and hotel. Luis is native from El Paso, TX and Ciudad Juarez, Mexico, where he grew up embracing both nationalities and cultural differences of both sister cities. He holds a Bachelor of Science in Architecture and a Master of Science in Urban and Regional Planning with a specialization in Housing and Sustainable Community Development from The University of Texas at San Antonio.
He has developed strong research and technical skills in Geographical Information Systems (GIS) having extensive GIS experience in gathering data, analyzing, creating, and designing a variety of maps and exhibits. He is familiar with new urbanism principles in architecture and urban design, and has created many three-dimensional models that illustrate architectural and urban design recommendations for appropriate future civic and private land uses. He has also collaborated in the completion of many planning studies and reports for municipalities and communities around Texas.
He is bilingual in English and Spanish, and is experienced in customer service. He is committed to assist others and always treat them with respect. He is always dedicated and enthusiastic to serve the public.
