Carol Barrett has worked in communities around the U.S. for the past four decades. In 2017 Barrett returned to Texas after a decade of planning work in California. In 2019 Barrett chaired the Recovery Planning Assistance Team for Rockport, Texas drawing on her experience in downtown economic development and historic preservation. She worked for Zucker Associates helping communities streamline development review processes after retiring from the public sector. In her last public sector position, she was in charge of Land Use and Transportation for the City of Burbank, CA. While working in Texas, Carol worked for the City of Austin (1991-2001) and the City of San Marcos (2003-2007). Barrett served on the American Planning Association Board of Directors and is a Past President of the Texas Chapter. APA awarded her its Distinguished Service Award. She was inducted into the AICP College of Fellows as part of the inaugural class in 1999. She has written about and taught planning ethics since the early 1980's. In 1991 she served on a Committee which drafted the AICP Code of Ethics and then later was a member of the Committee that prepared the APA Statement of Ethics Principles. She recently recommended revisions to the AICP Code the f Ethics as a member of an AICP Task Force. Carol focused on issues of equity and justice. Her book, "Everyday Ethics for Practicing Planners" was published in 2002. She has written articles on ethics for both "Planning" magazine and the Journal of the American Planning Association. Carol is a frequent instructor for CM credits at the State and section level. She is a regular instructor on ethics for AICP exam preparation. She is currently a member of the AICP Ethics Committee.
