"Jose currently serves as the Director of Capital Planning & Performance Management for El Paso County, and is responsible for the oversight and implementation of the County American Rescue Plan Act Coronavirus State and Local Fiscal Recovery Fund Portfolio, management of strategic investments of large capital and operating funds, and development of strategic planning documents and associated funding priorities. Jose has previously served as the County’s Director of Planning & Development Department as well as the interim Director of the Economic Development Department. He currently chairs the Transportation Project Advisory Committee at the El Paso Metropolitan Planning Organization, the technical working committee that provides recommendations on transportation planning issues to the agency’s Transportation Policy Board.
Jose is a third generation Texas whose family emigrated from Northern Mexico at the turn of the last century as railroad laborers. Jose is a proud graduate of Texas A&M University and earned his Master of Public Administration from the University of Texas at Arlington. He has over 19 years of public policy and economic development research experience. In addition to his work at the County, Jose has also taught government courses as an adjunct professor for El Paso Community College. Jose and his wife Cindy live in the Greater El Paso area with their daughters Luna and Sofía Emilia."

Nate Baker, AICP, is the Planning Manager with El Paso-based Quantum Consultants. He has over a decade of urban and regional planning experience across the country, including comprehensive and land use planning, zoning and subdivision regulations, growth management, small area planning, inclusive community engagement, scenario planning, data analytics, and housing policy. He began his career as a planner with the City of El Paso where he managed subdivision applications and negotiated more walkable neighborhood designs. Since then, he worked as a senior planning consultant in North Carolina, assisting cities and counties with their comprehensive plans, small area plans, and zoning ordinance rewrite projects, and as a neighborhood and community development planner with the City of Alexandria, Virginia. As a Fulbright Research Fellow in regional planning, Nate also previously worked internationally on planning initiatives, particularly in Latin America.
