MARY ELLIOTT, AICP: Mary is the Planning Manager for the Platting and Annexation Section of the Development Services Department. Her section coordinates the Development Review Committee, and she is executive secretary for the City Plan Commission. The Commission reviews and acts upon plans and plats, and makes recommendations to City Council on land development plans. Since starting with Fort Worth seven years ago, Mary has worked with neighborhood groups, elected officials and the development community to implement Subdivision Ordinance amendments including: connectivity, access management, collector network planning, multifamily block-face standards and pedestrian connectivity. Mary has also been instrumental in creating the 20-Year Planned Services Areas, revising the Annexation Policy and Program, and guiding policy related to Special Districts. She initiated the Small Wind Energy Systems Ordinance for Grand Prairie’s Unified Development Code, which won the APA Texas Midwest Section’s Project Planning Award in 2009. Mary earned a bachelors in Architecture and a master degree in City and Regional Planning from the University of Texas at Arlington.

PATRINA NEWTON: Patrina Newton has over 25 years of experience in local government community development. Patrina currently works as a Senior Planner in the City of Fort Worth’s Planning and Data Analytics Department. Her duties include working with stakeholders to revitalize older commercial districts (designated as urban villages), develop neighborhood improvement plans, and updating policy documents (e.g., City’s Comprehensive Plan). Patrina served as the project manager for the Como/Sunset Heights Neighborhood Empowerment Zone Strategic Plan. The planning process included extensive community engagement that informed the development of a community-led holistic approach to revitalize the Como neighborhood. In 2018, the Como/Sunset Heights NEZ Strategic Plan was the recipient of the APA Midwest Section and APA Texas Chapter Project Planning award. Patrina’s past positions include working as a Program Manager in the City of Fort Worth’s Economic Diversification Office and as an Economic Development Analyst for the City of Dallas. She has a master’s in City and Regional Planning from the University of Texas at Arlington.
