    Under the supervision of the Director of Development Services, the Planner provides services to the community, citizens, and organization regarding general planning practices, subdivision regulation, sign regulation, landscaping, parking, land use, zoning activities, and comprehensive planning. 

    The Planner position is a specialized position that encompasses the following duties and responsibilities:

    • Implements, reviews, and interprets the City’s subdivision and zoning regulations and other sources of related planning information; 
    • Maintains familiarity with and understanding of the City’s comprehensive and long-range planning goals;
    • Provides unparalleled customer support by providing information regarding the land use regulations, site development processes, and municipal short/long term planning efforts; 
    • Consults with customers, land owners, and developers regarding City regulations and the development process; 
    • Attends and/or facilitates development meetings with staff and customers to ensure a timely and compliant development process;
    • Maintains a high level of customer interface while assisting applicants, citizens, and the development community during the development process;
    • Reviews subdivision plats, site plans, building permits, and other development applications for compliance with the City’s regulations;
    • Provides case management for development applications including monitoring project timelines;
    • Advises Department Director in the necessity, preparation, and presentation of City ordinances related to planning and development;
    • Composes and edits complex documents, including agenda items, graphics, resolutions, ordinances, and City regulations; 
    • Composes legal notices and property owner notification(s) for various public meetings and public hearings;
    • Prepares staff reports regarding platting, zoning, and other land use cases for public meetings;
    • Reviews and provides comments concerning the Comprehensive Plan; 
    • Identifies problems with current regulations and offers suitable solutions;
    • Works closely with building inspection, code enforcement, and GIS personnel for development compliance with established regulations;
    • Exercises ability to perform under stressful working conditions and strict deadlines; 
    • Prepares presentations for various land use cases scheduled for public meetings and public hearings;
    • Attends, participates in, and presents at Planning and Zoning Commission meetings, and/or other boards as necessary;
    • Works with other city departments and agencies in assessing and implementing short and long range planning objectives; 
    • Develops maps, photos, and associated graphics related to planning activities within the City for various presentations; 
    • Maintains working knowledge of municipal zoning and comprehensive planning practices and their relationship to the City of Marble Falls;
    • Maintains knowledge of relevant state and federal land use regulations;
    • Participates in the development of department goals and budget needs;
    • Uses computer software applications as needed to maintain and compile data and to prepare reports; 
    • Maintains permanent records and files of development applications;   
    • Demonstrates ability to communicate clearly and concisely, both orally and in writing;
    • Uses GIS and/or computer-aided drafting software for problem solving and to create maps applicable to planning activities;
    • Maintains thorough attention to detail in all aspects of job performance;
    • Performs other duties as assigned.

Jobs Requirements

  • Experience:

    1 to 5 years of professional work in governmental or private sector planning

  • Skills:

    The Planner must have a basic understanding of municipal planning principles. Knowledge of construction practices, standards and methods is preferred. The Planner must be able to read and understand site plans, engineering drawings, surveys, and plats.

  • Computer Skills:

    The Planner must be able to operate a personal computer, and the Microsoft suite of software, graphics equipment, telephone, printer, copier, and motor vehicle and must have a working understanding of AutoCAD and ArcGIS software.

  • Education Required:

    Bachelor’s degree in municipal planning/urban planning from an accredited college or university or related field and/or equivalent work experience.
