  • Description:

    The primary purpose of this position is to support various community development activities which include administering and implementing the City's Community Development Block Grant (CDBG) program, participating in long-range planning studies and/or assisting local redevelopment and community revitalization efforts. This is accomplished by interacting with citizens, outside organizations and other employees. Other duties may include providing support to City boards and commissions, collaborating with neighborhood groups, preparing demographic and land use forecasts, conducting research and participating in other special projects.

     This information is intended to be descriptive of the key responsibilities of the position. The following examples do not identify all duties performed by any single incumbent.

    • Administers the City's CDBG activities to include the home repair program by conducting inspections on dwellings, preparing construction work write-ups and cost estimates, ensuring compliance with building codes and HUD-compliant housing quality standards, maintain grant budgets, and working with contractors and homeowners; preparing and reviewing applications for CDBG funding; holding public hearings on proposals; and preparing reports and plans for submittal to the U.S. Department of Housing and Urban Development (HUD).
    • Provides information to citizens, neighborhood groups, outside organizations and other employees by meeting with public groups, making presentations and relaying technical information regarding community plans, ordinance requirements and community development programs and by researching and interpreting program policies and ordinances.
    • Provides support to City boards and commissions by preparing and delivering communications and presentations and supporting the development process as needed.
    • Assists with long-range planning studies by collecting information, monitoring and identifying trends, analyzing the potential impact of trends and recommending code changes.
    • Prepares and delivers reports, including long-range forecasts of demographics, economic trends and housing issues.
    • Assists with community development programs and other special neighborhood initiatives by supporting CDBG projects, maintaining databases, providing other services as required, developing special project scope, conducting research and neighborhood assessments and developing reports and presentations for findings.

    Formal Education / Knowledge
    Work requires broad knowledge in a general profession or technical field. Knowledge is normally acquired through four years of college resulting in a Bachelor's degree or equivalent.

    Valid Texas Class C Drivers License

    Writing
    Intermediate - Ability to write reports, prepare business letters, expositions, and summaries with proper format, punctuation, spelling, and grammar, using all parts of speech. Ordinarily, such education is obtained in high school up to college. However, it may be obtained from experience and self-study.

    Managerial
    Receives limited directions. The employee normally performs the duty assignment according to his or her own judgment, requesting supervisory assistance only when necessary. The assignment may be reviewed upon completion. Performance is reviewed periodically.
