    Under administrative direction of the Director of Development and Neighborhood Services, employee manages the overall operation of the Building Inspection Division and represents the division in public and official contacts.  Responsible for the administration and enforcement of the current Building Code, Plumbing, Mechanical, Zoning Ordinance and the National Electrical Code.  Supervises permit applications and issuance, field inspections, and investigations of violations.  Performs work related to the review and inspection of residential and commercial construction and coordinates with other City departments relative to new construction.  Serves as technical advisor and assistant to the Director of Development and Neighborhood Services. Plans, assigns, supervises and participates in the inspection of buildings in the process of construction, alteration, or repair to ensure compliance with the various codes.  Will meet with general public and contractors at job site to ensure compliance with regulations; answer any questions regarding regulations and/or codes.  Supervises the Planning Center Manager and related staff and permit technicians as they write, prepare, file, and distribute required paperwork for inspection.  Coordinates reviews, inspections and permits with other divisions (Planning, Code Enforcement, Health, Mainstreet) and other departments (Public Works, Engineering, Utilities, etc.) as required. Responds to inquiries from contractors, developers, general public and other City departments regarding building, electric, plumbing, and mechanical codes in a professional and courteous manner. Reviews and supervises the review by subordinates of commercial and residential plans for subdivision, zoning, building, electrical, plumbing and mechanical code requirements and ensures compliance in an accurate and professional manner; recommends any changes or amendments necessary for compliance.  Provides technical assistance to the Building Board of Appeals and the Building Standards Commission and when required by the Director, the Planning and Zoning Commission, Historic Preservation Commission and Zoning Board of Adjustment.  Represents the City to outside agencies and other community meetings regarding building code requirements and building inspection programs.  Decides policy matters that cannot be deferred, and interprets the building codes and other ordinances with appeals of decisions to the proper boards and commissions. Ensures proper permits for construction work being performed within the City by the public and other departments have been obtained.  Responds to complaints from the general public regarding violation of codes and takes necessary action to correct violation in a professional and accurate manner. Provides direction to inspectors and administrative/clerical staff on inspection regulations or procedures in an accurate and professional manner. Coordinates and participates as the Departmental Representative in the City and related County and State Emergency Management programs. Makes recommendations for and assists in preparation of the annual budget. Performs other duties as required or assigned.

Jobs Requirements

  • Experience:

    Above knowledge and skill may be gained by Bachelors Degree in Architecture, Building Construction, Engineering or closely related field AND five years responsible experience in work involving building inspection, design, or construction AND two years supervisory experience, preferably in a municipal government OR by any combination of training and experience leading to the described level of knowledge and skill. Must have valid Texas Driver’s License and driving record must meet or surpass guidelines as set forth by the City. Certification by the International Code Conference (ICC) as a Combination Inspector, Plans Examiner, or Building Official is desirable. Possession of a valid certificate of registration from the State of Texas as a Civil or Structural Engineer is desirable. Extensive knowledge of International Codes, Building Code, Energy Code, Plumbing Code, Mechanical Code, National Electrical Code, Property Maintenance Codes, Minimum Housing Codes, Zoning Ordinances, Historic Preservation Ordinance, and applicable State codes such as American Disabilities Act, TCEQ requirements for Asbestos Abatement and site development and other local codes and ordinances governing construction to buildings and housing. Ability to read and interpret building plans and specifications, blueprints; civil engineering plans, charts and tables, technical handbooks, ordinances or statutes, and organizational policies or regulations and compare them with construction in process. Ability to read and interpret plans, specifications and blueprints, gauges, dials, meters. Considerable knowledge of plumbing, electrical, HVAC, and building inspection procedures and regulations. Ability to communicate clearly and effectively with citizens, developers, other agencies and City and employees. Considerable knowledge and ability to manage computerized permitting and inspection systems such as TRAKiT or similar permit systems. Skill and ability to make presentations to small or large group of individuals.
