  • Experience:

    -Bachelor's Degree in Planning or related field is required. Seven (7) years of work experience in municipal development, exhibiting increasingly responsible management background is required.
    -Must possess a valid Texas Driver's License with an acceptable driving record.
    -Must possess an AICP Certification

  • Skills:

    Under the general supervision of the Planning and Development Services Director, the Assistant Director of the Planning and Development Services Department will assist with planning, coordinating, managing, and directing the operations and activities of the Planning and Development Services Department staff; responds to public inquiries and/or complaints regarding a variety of planning and development matters; and supervises assigned personnel.

    Oversees departmental operations and performs related administrative duties:
    -Develops and administers budgets for area of responsibility; monitors and authorizes expenditures.
    -Prepares and/or reviews various types of departmental records, reports, and documentation.
    -Conducts a variety of personnel and staffing functions:
    -Hires, trains, supervises, and evaluates the performance of assigned personnel.
    -Assigns work duties; monitors the quality and progress of work performed by staff.
    -Provides technical guidance and assistance to employees.
    -Conducts plan reviews; meets with developers, consultants, and/or other relevant parties regarding various planning and development matters; responds to public inquiries and complaints.
    -Attends and makes presentations at various commission and City Council meetings and provides staff counsel to commission and council members (many meetings are in the evening).

    -Provides planning and development recommendations to the City Council.
    -Liaises with professional organizations, community groups, and/or other jurisdictions as required.
    -Performs other related duties as required.
    -Serves as acting Planning Director in his or her absence and represents the Planning Department to other departments, developers, outside agencies and the general public; coordinates assigned activities with other departments, outside agencies and organizations; participates on a variety of boards, commissions and committees; and provides staff support and technical guidance to boards and commissions.
    -Experience with performance measures that promote the Mission and -Values of the City and Department; and ability to review measures on a monthly basis; and discuss with development review team and Planning Director on trends and patterns.
    -Provides case management for more complex, large-scale development project applications, to include annexation, zoning, subdivision, comprehensive plan amendments, site plans, development agreements and/or other applications which require a high degree of project management, negotiation skills, interpreting and applying regulations to achieve intent, collaboration with other departments involved in the review, political astuteness and project management.
    -Evaluates, revises and updates regulations, processes and procedures; reviews, revises, authors, and implements City ordinances
    -Participates in, facilitates or manages various special projects that arise, or that are assigned to the department.
    -Serve as project manager on the most complex and sensitive projects involving coordination with other departments and outside groups and organizations.

    -Ability to use education and experience in land use, zoning ordinances, land use policies, and law to affect positive community outcomes is essential.
    -Hires, trains, supervises, and evaluates the performance of assigned personnel.
    -Manages assigned budget, oversees division workload and special projects, and assigns work to subordinate personnel

  • Education Required:

    Masters preferred.
