    Planning Manager

    The City of Denison is accepting applications for the position of Planning Manager. Under supervision of the Director of Development Services, the Planning Manager oversees the department’s development review and long range planning activities, including zoning and subdivision administration and implementation of the Comprehensive Plan, and provides supervision and direction to assigned staff.  The Planning Manager manages the development and maintenance of codes, ordinances and policy documents, including the Comprehensive Plan, and oversees research, analysis and publication of special studies and reports.  The position serves as a staff liaison to the City Council, the Planning and Zoning Commission and the Zoning Board of Adjustment and Appeals.

  • Experience:

    Minimum of five years of progressively responsible experience in urban planning, which should include supervisory experience
    AICP certification
    Texas Class C driver’s license

  • Skills:

     Knowledge of the principles and practices of urban planning; federal and state laws and regulations relating to planning and urban development; municipal government organization and functions; language and format used in legal property records; long-range planning implementation techniques and programs; and policy formulation and analysis methods.
     Preparation of a wide range of written presentation materials; communicating effectively both verbally and in writing for formal and informal settings; establishing and maintaining effective working relationships; and managing and supervising subordinate staff.
     Supervises, trains and evaluates the performance of professional and technical assigned staff; makes hiring, dismissal and disciplinary recommendations; maintains staff work programs, including staff assignments, benchmarks, and procedures for completing the department’s activities.
     Provides recommendations regarding annual budgets, priorities for projects and activities, and determines resources required to complete them.
     Manages the review and approval process for zoning and development applications, coordinates the participation of other city departments and developers; and negotiates with the development community to ensure compliance with City plans, ordinances and policies.
     Manages the development and maintenance of codes, ordinances and policy documents, including the Comprehensive Plan, used to guide and direct the City’s planning, development and zoning processes.
     Implements the recommendations of the City’s Comprehensive Plan through direction action and coordination with other departments, outside agencies and community organizations.
     Manages the preparation and presentation of materials and information to the public and serves as staff liaison to City Council, the Planning and Zoning Commission and the Zoning Board of Adjustment.
     Oversees research, analysis, preparation and publication of special studies and reports.
     Provides general customer service; responds to concerns and inquiries; provides department related information; and resolves problems related to department services.
     Performs other duties as assigned.

  • Computer Skills:

    Operating a personal computer and peripheral equipment, including basic knowledge of the Microsoft Office suite of products.

    Knowledge of GIS mapping and analysis preferred.

  • Education Required:

    Education and Experience:
     Bachelor’s Degree in Urban Planning, Public Administration, Architecture or related field; a Master’s degree is preferred.
