Planning and Development Director - Robinson
The City of Robinson is seeking to fill the Planning Director position in the Planning Department. Strategic highways in Central Texas lead to Robinson, a city of over 11,000 residents positioned just southeast of Waco. Its convenient location encompasses a portion of the I-35 corridor, which runs between Austin and the Dallas-Fort Worth metroplex. It includes 31.468 square miles of land and is the second largest city in McLennan County. Robinson, with its optimal location and available real estate along I-35, is positioned for growth in the near future. The Planning Director is a department head position responsible for all functions of the Planning Department and reports directly to the City Manager.
The primary work responsibilities for the position include, but are not limited to:
Maintains the functions of the Planning Department by supervising the Planning and Inspections staff, processing zoning, plats, special exceptions and variance requests, building inspections, code enforcement, and forwarding these cases to the proper department.
Researches property ownership and participates in all comprehensive planning activities and other special studies and projects.
Conducts research and analysis of subdivision, planning, and zoning related issues and presents written and/or oral reports as required.
Provides information to public and other City staff regarding City procedures, ordinances, documents, and data related to land development and zoning.
Reviews development plans (site plan, landscape plans, floor plans, building elevations), plats, zoning requests and sign permits to determine compliance with application regulations, including leading development review meetings.
Works directly with applicants and their representatives in processing zoning and development reviews by informing them of the procedural requirements, addressing issues related to their applications, sharing staff comments and recommendations, and providing necessary documentation.
Processes zoning and development applications in accordance with established legal procedures for public notification.
Assists boards, commissions, and the City Council through preparation of reports and presentations, analyzing and making recommendations regarding specific platting and zoning requests, and by attending board and commission meetings and certain City Council meetings where incumbent may be required to give presentations.
Provides for the proper keeping of records and information relating to zoning and land development including the maintenance of records related to ordinances, case files, map documents, GIS data and planning reports.
Coordinates with the public by disseminating proper information relating to land-use issues, development issues, and code enforcement issues; keeping abreast of changes to state statutes and acting as liaison between the developer and neighboring property owners.
Prepares and researches ordinances by coordinating with other departments and the legal staff, conducting surveys of other cities, drafting ordinance language and processing through the adoption process.
Has responsibility for preparing budgetary recommendations to City Manager assuring appropriate linkages exist between budget goals, funding limitations and service levels adopted to meet specific department and organizational goals.

A minimum of 5 years' planning experience and broad knowledge in a general or technical field is required.

Bachelor's degree in planning, architecture, engineering, public administration or related field or any equivalent combination of experience and training which provides the knowledge, skills, and abilities.
