    JOB SUMMARY

    Under general supervision, the purpose of the position is to provide technical expertise in Geographic Information Systems (GIS) in order to assist in the essential land use planning processes of the City of McKinney, including: review and spatial analysis of current planning proposals; preparation of technical reports; spatial analysis in support of special area and sector studies; responding to citizen concerns regarding GIS matters; creating, analyzing, and maintaining a wide variety of GIS databases, documentation, information, and map layers. Performs other work as assigned.
     
     Essential Functions/Knowledge, Skills, & Abilities:
    ESSENTIAL DUTIES AND RESPONSIBILITIES 
     
     
    • Creates, analyzes, and maintains a wide variety of Geospatial Information Systems (GIS) databases, documentation, information, and map layers.
    • Collects, manipulates and maintains GIS data by using scanned maps, CAD files, etc.
    • Analyzes and models geographic data through various GIS analytical tools.
    • Conducts geospatial research and analysis in support of current planning proposals, special area and sector studies.
    • Fulfills spatial data information requests.
    • Provides technical support to city staff in the use of ArcReader and other GIS-related programs to accomplish and support departmental projects and programs.
    • Performs format conversions or projection transformations and ensures that updated spatial layers are available to users.
    • Designs, formats, and performs quality checks on planning data used in ArcSDE.
    • Develop and document code to automate common planning-oriented GIS procedures.
    • Suggests and maintains departmental standards, procedures, and documentation.
    • Serves as liaison between the Planning Department and the Information Technology Department (IT) in order to share and coordinate GIS-related topics, questions, opportunities, projects, etc.
    • Maintains clean, organized and well-designed file structure for both spatial and non-spatial data and complies with FGDC metadata standards.
    • Makes presentations to City staff, city officials, elected and appointed officials, and boards to discuss geospatial planning issues.
    • Comply with all written City policies and procedures.
    • Adhere to assigned work schedule as outlined in City and department attendance policies and procedures.
     KNOWLEDGE, SKILLS, ABILITIES, AND BEHAVIORS
    •  Requires the knowledge of GIS software tools and applications including but not limited to ArcGIS and Spatial Analyst, ModelBuilder and various ArcToolboxes (Analysis, Conversion, Data Management), ArcSDE, and applications of MS Office Suite.
    • Requires the ability to georeference non-spatial data such as plats, site plans, concept plans or scanned maps.
    • Ability to utilize coordinate geometry (COGO) to create geospatial data in support of current planning proposals, special area and sector studies.
    • Requires the ability to geocode large datasets.
    • Requires the ability to complete basic and advanced editing of features.
    • Requires a foundational understanding of Python, SQL and/or VBA to create scripts and queries.
    • Requires the ability to evaluate, audit, deduce, and/or assess data and/or information using established criteria.  Includes exercise of discretion in determining actual or probable consequences, and in referencing such evaluation to identify and select alternatives.
    • Requires the ability to provide guidance, assistance, and/or interpretation to others on how to apply procedures and standards to specific situations.
    • Requires strong analytical skills and the ability to communicate effectively both in writing and verbally.
    • Requires the ability to operate, maneuver and/or control the actions of equipment, machinery, tools, and/or materials used in performing essential functions.
    • Requires the ability to utilize a variety of advisory and design data and information, such as zoning and subdivision codes, planning maps, state statutes and city ordinances.
    • Requires the ability to perform mathematical operations involving basic algebraic principles and formulas, and basic geometric principles and calculations.
    • Requires the ability to apply principles of influence systems, such as motivation, incentive, and leadership. Ability to exercise independent judgment to apply facts and principles for developing approaches and techniques to problem resolution.
    • Requires the ability to exercise the judgment, decisiveness and creativity required in situations involving evaluation of information against measurable or verifiable criteria.
    • Requires the ability to perform semi-skilled coordinated movements, such as performing data entry on a computer, operating a vehicle, and utilizing an engineering scale.
    • The ability to work in a team environment; contribute as a team member and treat co-workers, subordinates and customers with respect.
    • Work towards maintaining awareness of new technologies and advances in the profession; read professional literature; attend workshops and training sessions as appropriate.
    • Build professional relationships with internal staff and customers.

     Required Qualifications:
    MINIMUM QUALIFICATIONS
     
    Bachelor's degree in Planning, Geography, GIS or closely related field AND six (6) months previous experience and/or training involving the application of GIS and spatial analysis for essential land use planning processes.
     
    Any work related experience resulting in acceptable proficiency levels in the above Minimum Qualifications is an acceptable substitute for the above specified education and experience requirements.
     
    PREFERRED QUALIFICATIONS
     
    • Master's degree in Planning, Geography, GIS or closely related field preferred.
    • AICP and/or GISP certification desirable.

    CONDITIONS OF EMPLOYMENT
     
    • Must pass a drug screen, driving record check, and background check.
    • Must have a valid Texas Class C driver's license.
     Physical Demands/Supplemental:
    PHYSICAL DEMANDS
     
    Tasks involve the ability to exert light physical effort in sedentary to light work, which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (25 pounds).  Tasks may involve extended periods of time at a keyboard or work station.  Some tasks require visual and sound perception and discrimination and oral communications ability.
     
    WORK ENVIRONMENT
     
    Essential functions are regularly performed without exposure to adverse environmental conditions.
