    The City of Victoria, Texas is seeking qualified applicants for the position of Development Services Director.

    Known as “The Crossroads”, Victoria is located at the convergence of US Highways 59 (future I-69), 77 and 87; within a one and one-half to two-hour drive of Houston, Austin, San Antonio and Corpus Christi. With an estimated 2016 population of 67,000, Victoria is the largest city in the central coastal region of Texas known as the Golden Crescent. The city is positioned along the Guadalupe River, 30 miles inland from the Gulf of Mexico. Victoria serves the surrounding Counties as a regional center for retail, medical and other services.

    The Development Services Director oversees a diverse department that includes the City’s Development and Permitting Center, Planning Services Division (including CDBG administration), Code Enforcement Division, GIS Division and the Victoria Metropolitan Planning Organization (MPO). The Director is responsible for managing a staff of 25 full time positions and a FY 2017 General Fund budget of $2.2 million ($2.9 million including CDBG and MPO grants).

    “Plan 2035”, the City’s Comprehensive Plan, was adopted in April of 2016. The Planning Services Division is in the beginning stages of preparing a Unified Development Code, a high implementation priority of Plan 2035.

    Victoria has a unique regulatory environment. While the City administers most common subdivision and development regulatory tools, Victoria does not have zoning. This can create certain challenges, but it also presents planners with opportunities to develop creative and flexible solutions to land use and development issues.

    Job Requirements

    Education and Experience:

    Bachelor’s Degree in Planning required, Master’s preferred. Seven years progressively responsible experience in planning with management responsibilities. AICP certification preferred. Valid Texas driver’s license with driving record that meets city guidelines.

    Knowledge and Skills:

    Knowledge of current acceptable planning, development, permitting and code enforcement processes and procedures. Knowledge of Texas Local Government Code statutes pertaining to land use regulation, annexation, permitting, code enforcement and other planning-related activities. Skill in developing grant applications and related reports and ability to analyze and present related data. Ability to effectively communicate, both orally and in writing, to citizens, the city council and state, federal and local officials.
