    Under the general supervision of the Planning Director the Assistant Director will assist in planning, directing, managing, supervising and coordinating the activities, operations and staff of the Planning Department. Provides administrative support to the Director; and advises on planning and development decisions.

    ESSENTIAL FUNCTIONS:

    • Supervises staff, which includes prioritizing and assigning work; conducting performance evaluations; ensuring staff is trained; ensuring employees follow policies and procedures; maintaining a healthy and safe working environment;
    • Assesses and monitors work load, identifies opportunities for improvement through the analysis of performance measures; and directs and implements changes.
    • Serves as acting Planning Director in his or her absence and represents the Planning Department to other departments, developers, outside agencies and the general public; coordinates assigned activities with other departments, outside agencies and organizations; participates on a variety of boards, commissions and committees; and provides staff support and technical guidance to boards and commissions.
    • Participates in the development and administration of the department annual work plan and budget; forecasts funds needed for staffing, equipment, materials and supplies;
    • Experience with performance measures that promote the Mission and Values of the City and Department; and ability to review measures on a monthly basis and discuss with development review team and Planning Director or trends and patterns.
    • Coordinates, manages and directs current and/or long range planning; oversees the coordination of section activities with other division/sections/departments.
    • Selects, supervises, trains and develops staff through review of performance data, conferences, training and counseling.
    • Reviews and manages project applications to ensure that proposals meet City development standards.
    • Facilitates meetings with staff, developers, property owners and the general public regarding potential, pending, and current development projects within the City and its extra-territorial jurisdiction.
    • Provides case management for more complex, large-scale development project applications, to include annexation, zoning, subdivision, comprehensive plan amendments, site plans, development agreements and/or other applications which require a higher degree of project management, negotiation skills, interpreting and applying regulations to achieve intent, collaboration with other departments involved in the review, political astuteness and project management.
    • Evaluates, revises and updates regulations, processes and procedures; reviews, revises, authors, and implements City ordinances.
    • Reviews, prepares and presents presentation to the City Council, various boards and commissions, committees, professional organizations, public interest groups and the general public regarding planning projects, principals, regulations or special projects.
    • Researches, investigates, determines answers and responds to public and inter-departmental inquiries, request and needs; interprets codes and ordinances.
    • Participates, in, facilitates, or manages various special projects that arise or that are assigned to the department.
    • Attends numerous regularly scheduled evening Commission, Subcommittee and Board meetings and occasional special called meetings.
    • Reviews and approves agenda for various Commissions, Committees and Boards; provides support regarding meeting procedures and City and state codes and regulations.
    • Writes, reviews and edits staff reports; advises staff regarding their cases and the applicability of procedures, codes and regulations.
    • Performs outreach to development community and outside agencies.
    • May serve as the primary voice for the effect of proposed development projects on the comprehensive planning efforts of the City.
    • Performs other duties as assigned or required.

Jobs Requirements

  • Experience:

    Bachelor's degree from an accredited college or university with major coursework in Planning, Geography, Landscape Architecture or a planning related field. Six years of full-time professional work experience in municipal planning. Three (3) years of the required experience must have been in a supervisory capacity.

  • Skills:

    - Urban planning and development and local government policies and procedures
    - Planning department specialties including housing, zoning, historic preservation, and long range planning.
    - Budgeting procedures and techniques

    - Knowledge of computer hardware and software programs, Internet applications, general knowledge of transportation modeling, database management, and GIS
    - Organization and functions of the various city departments involved in the planning, redevelopment, and related processes.
