Job Description: The City of Victoria is currently seeking qualified applicants for Deputy Director of Development Services.  Victoria is known as “The Crossroads” because it is within two hours of Austin, Houston, San Antonio and Corpus Christi. Victoria is located approximately 30 miles from the Gulf of Mexico and is recognized for its hunting, fishing, and birding. Major highways 77, 59, 87 and the future Interstate 69 all intersect in Victoria and support local industry.  

The City of Victoria encompasses 35.38 square-miles. Victoria enjoys a council-manager form of government. With a population of over 63,000 within the city proper, citizens enjoy the luxuries of a large city with a small town feel.  City offices are located in historic downtown Victoria, which is just a stone’s throw away from parks, which meander along the Guadalupe River. 

Currently, the City is experiencing economic growth in the plastics manufacturing industry, expanding petrochemical and industrial chemical plants, the rebirth of oil and gas exploration, a growing medical service community, higher education and a burgeoning retail trade sector have made Victoria one of the most progressive and fastest developing cities in Texas. In August 2010, Caterpillar, Inc., announced it would build the North American Hydraulic Excavator Facility in Victoria on 320 acres in the City’s industrial park. Caterpillar will invest $130 million in an 850,000 sq. ft. operation. In June 2011, they announced plans to invest an additional $70 million, in a 200,000 sq. ft. facility on the Victoria site bringing more than 600 jobs to the community. Construction began in 2011 with Phase I to be completed by mid-2012.

JOB DESCRIPTION
Manages the Planning and Development Services Division of the department, including long-range planning, development review, permitting building inspections, code enforcement, Community Development Block Grant (CDBG) and Metropolitan Planning Organization (MPO) activities. Supervises the Building Official, Development Team, Development Services Engineer, planner(s), CDBG staff, Code Enforcement staff and related positions. Manages the department in the absence of the Director.

QUALIFICATIONS
Knowledge, Abilities and Skills—
Knowledge of current acceptable planning and development practices, processes and procedures. Ability to research and write planning and development-related reports. Ability to read and understand technical materials, regulations, reports and journals. Ability to review and interpret subdivision plats, site plans, other development plans and permit applications. Ability to effectively communicate, both orally and in writing, with the City Council, Boards and Commissions, citizens and other contacts. Computer applications skills to include word processing, database, spreadsheets and GIS programs. Ability to prepare quality reports and presentations.

Minimum Education, Experience and Certification—
Bachelor’s degree in planning or related field, plus seven years of progressively responsible experience; or Master’s Degree in planning or related field, plus five years of progressively responsible experience. Supervisory experience required. AICP certification preferred. Valid Texas driver’s license with driving record that meets City guidelines.
